Bill Whitfield of 1701 S. Pine St. spoke to Council regarding drainage problems
on his property.
Schrawger informed about a copy of a letter he received from the Texas Water
Commission raising fees for evaluation of water quality. Bob Bart was aware of
the raise in fees, and said that they are lower than first had been proposed.
Voltz announced that she had met with the River Ridge Homeowners' Association
at their recent meeting. They are a very active, growing group of 75 current
members. She was able to get some good feedback from them on some of the
city programs.
Voltz also
announced that she had attended the first meeting of
a new group
started by
Barbara Pearce, Drug
and Alcohol Counselor for GISD.
The name of
the group
is called Georgetown
Preventive Partnership. They are
composed of
members
of the school board,
police department, city council,
health care
providers,
teachers and parents.
They will work on creative solutions to youth
issues.
Hart reminded Council of the joint meeting with the Park Plan Working Group set
for Saturday, February 29, from 9:00 a.m. to 12:00 noon at the Library.
Hart also informed Council that the Corps of Engineers estimates that the water
in Lake Georgetown will go over the spillway sometime between 7:00 a.m. and
9:00 a.m. tomorrow morning. He said that the homeowners that might be affected
have been notified. Emergency management preparations are on-line in case of
localized flooding.

unit of the Georgetown Police Dept./Hugh Anderson
McMaster questioned how the fee of $100 per visit had been determined.
Anderson replied that Dr. Jim Gunn of GISD had proposed the fee,
Voltz asked why the City should charge a fee. Anderson answered that it would
help to fund the expenses of the dog such as food and veterinary costs. The dog
is currently being cared for with "seized" funds, as it was not a budgeted item for
his department.
Schrawger suggested that the fee be waived and the agreement extended to include
the junior high campus as well as the high school.
Hart suggested that the City negotiate with the school district, asking the school
district to pay for dug -out repairs to the baseball fields in exchange for dog
sweeps.
After further discussion, it
was decided to
leave the agreement
as written.

Mayor Pro -Tem Mike McMaster recognized a visiting Boy Scout in the audience
working on his merit badge.
Bunte described the process whereby the State of Texas issues ratings for fire
insurance. Texas is the only state that doesn't recognize ISO rates. A consultant,
in this particular case, Fire Prevention and Engineering Bureau of Texas, performs
a survey of fire defenses and compares the results with ISO. They will provide
a rating to subscribers for a fee. ISO rates in classes, as in worst to best. We
have been informed that there has been a significant improvement in our

classification and that we're very close to the class being given to several
metropolitan cities.
Bunte attributes our upgraded classification to improvements in water utility
facilities such as: the addition of elevated water storage tanks on Rabbit Hill Rd.
and Leander Rd. which have improved our fireflow; extension of fire protection
to Industrial Park; replacement and upgrade of hydrants (a major improvement);
requirement within the subdivision regulations for certain size water lines; the GIS
Program which helps with the projection of utility expansion, which helps fire
protection efforts; color -coded hydrants; and computer -entered location and fire -
flow levels. All of these improvements added greatly to the inspector's opinion
of our fire protection ability.
Bob Dart noted to Council that Les Bunte was chosen from a field of national
applicants to attend the Executive Fire Course at the National Fire Academy in
Emmitsburg, Maryland.
This item was pulled due to the absence of the Mayor and two members of the
council. It will be re -submitted on the next agenda.
920085 Final Comments and Evaluation of meeting process
Voltz said that she enjoyed hearing John Carver speak at the Henry Cisneros
Leadership Symposium in San Antonio.
Hart told Council of his trip last week to the Lexington, Kentucky Chemical
Weapons Depot.
Mayor -Pro -Tem McMaster thanked the staff, Council and citizens for contributing
to the meeting and adjourned the meeting at 8:49 p.m.
