TUESDAY, JUNE 25, 1991
The City Council of the City of Georgetown, Texas, met in a regular session on the above date with
Mayor Bill Connor presiding.

910298 Approval of Agreement with Richard L. Rotto, Charles A. Barns and. Stephen J.
Shaper (previously referred to as Trussway Central,Inc.) to allow the City to make
improvements to the existing structure and retain a security interest in the property until
the cost of the improvements and interest are repaid to the city by Tessco
Group, Inc./ Marianne Banks
Motion by Schrawger, second by Valdez to approve the Consent Agenda. Approved 7-0.

910299 Citizens wishing to address the Council.
James L. Brown opposes conducting Council action after the Executive Session. Citizens
attending the Council Meeting become discouraged at having to wait an hour while the
Council is in Executive Session, in order to hear discussion on the remaining items of the
agenda.

Bill Shelby had no report at this time. A copy of their recommendation to the Mayor is
contained in the agenda packet.
Bob Hart announced that extended area telephone service will be discussed at the
Williamson County Commissioner's Court Session on Thursday, June 27, at 1:30 p.m.
Mayor Pro Tem Mike McMaster will plan to be there and represent the City.
Bob also announced that bids had been taken on the South IH 35 utility project. The low
bid is within the budget and will be presented to Council on the next agenda.
Mayor Connor asked the Council to give him their input on the persons he has
recommended to fill vacancies. He also announced that the results of the 1990 Census
allow the City of Georgetown to have two representatives to the Capco General
Assembly. Winfred Bonner is our current representative. He asked Council to consider
adding another representative.
The Mayor also shared some Georgetown history having to do with the time when
Georgetown produced its own electric power. Georgetown shut down their power station
on September 20, 1946. The building which housed the generator shows where the bricks
were removed to take out the generator.
Consideration of and possible action on the following items:
910301 Discussion and establishment of Council governance policy/Bob Hart
Mayor Connor led a discussion with Council concerning changes and additions to the
governance policy information as submitted in the agenda packets. These revisions will
be submitted for adoption on the next Council agenda.
910302 Discussion on possible amendment to the current ordinance regulating peddlers,
solicitors, and itinerant merchants/Bob Hart and Elizabeth Gray
The Council discussed the limitations of the old ordinance. The members of the Council
agreed that revisions need to be made, and the issues that were listed on the Agenda Item

Cover Sheet are good points to be made. As far as exempting certain groups, Council
suggested that non-profit organizations that are based or branched in this community may
be exempted from the permit fee, but must register with the office of the City Secretary
before conducting door-to-door solicitations. The ordinance will be re -written to reflect
these needed changes and submitted to Council for approval in the near future.
910303 Discussion and possible action concerning Comptroller's report concerning potential sale
of LCRA,/Bob Mart
State is attempting to sell LCRA and use the money to help balance the budget deficit.
Council was in agreement in their opposition.
Motion by McMaster, second by Tonn to authorize the Mayor to make comments and/or
write letters as necessary in regard to the Council's opposition to the proposed sale of the
LCRA by the State of Texas.

Motion by McMaster, second by Shelby to appoint Ken Williams to serve as the
representative from Southwestern University to the Georgetown Convention and Visitors'
Bureau. Approved 7-0.
Mayor Connor feels very positive. He believes that the Council is headed in the right
direction by following the governance process.
McMaster asked to think about the possibility of starting the Executive Session earlier in
order to have it complete by 7:00 p.m. because the citizens in the audience are usually
gone by the end of the Executive Session held at the end of the business meeting.
