Motion by Valdez, second by McMaster to approve the Consent Agenda with the exception of
Item 910430. Approved 6-0. (Ferd Tonn signed a conflict of interest statement in relationship
to Item 910439.)
Regular Agenda
910430 Resolution amending the YMCA personnel services agreement/Randy Morrow
and Hartley Sappington (Pulled by Councilmember Mike McMaster)
Mike McMaster requested the financial status of the summer camp program.
Randy explained that the final bill had been $7456, with overhead of $5092 and
$2364 for scholarships. Per the agreement, the City will pay $3000 for the
overhead and the $2364 for scholarships. Jane Voltz questioned the lifeguard
amount being over budget and asked if the lifeguards were paid a salary as well
as received half of the revenue. Randy replied that they receive half of the
revenue, as their salary. Randy read the resolution.
Motion by McMaster to approve the resolution as read. Second by Bonner.
Approved 6-0.
• 14i• Citizens wishing to address•
Manuel Flores of 205 Scenic Drive, Georgetown, spoke to the Council requesting
police patrol of the new stop sign at Scenic Drive and Blue Hole and also
requested that houses in San Jose neighborhood which have no sewer connections
be taken care of.

Jane Voltz wanted to call attention to the large amount of money that was
approved on the Consent Agenda in reference to social services projects. She
feels this is a "statement of citizen priorities."
Elizabeth Gray announced that Congressman Lamar Smith would make a visit in
Georgetown on Saturday, September 28, to meet with city representatives.
Elizabeth also confirmed with the Council that their Texas Municipal League
registrations and hotel reservations had been made.
Mayor Connor noted that an "Appreciation Dinner" for Sheriff Boutwell would be
held on Tuesday, October 15, at the SPJST Hall in Round Rock,

McMaster stated that this is the first year for the cost of services per utility to be
brought out. Electricity has paid for the other utilities in the past, and due to
maintaining the same tax rate, utilities will again pay to support City services.
Mayor Connor told Glenn that he appreciated the Finance Division "breaking out"
the costs for the individual utilities.
Motion by Valdez, second by McMaster to approve the ordinance as read on
second reading. Mayor voted to break a 3-3 tie. Approved 4-3. (Bonner, Shelby
and Tonn opposed)
910454 Ordinance No. 91-28 amending See. 2.08.010 "Adniiistrative Divisions a

Motion by McMaster, second by Bonner to approve the ordinance as read on
second reading. Approved 6-0.
910455 Resolution authorizing contract agreement with Camp Dresser, and McKee, Inc.
of Austin, Texas, for professional services related to the creation of a stor water
drainage utility/Jim Briggs
Tonn expressed concern about not using the local firm that had sent in a proposal.
Jim Briggs explained that the proposals for these services had been "shortlisted"
to three firms who were personally interviewed. They were evaluated on
technical, planning, policy/legal competency. Each of the three firms was
qualified as far as technical expertise, but it was felt that experience in developing
a drainage utility was an important qualification. Camp, Dresser, McKee excelled
in all categories. Therefore, they were chosen. The contract needs to be
authorized in order to proceed as soon as possible to get the drainage utility "on
line" before working on next year's budget.
Voltz asked for the source of the money to pay for these services. Jim explained
that the money would come from the utility fund.
Shelby felt it was important to keep as much money as possible in Georgetown.
Jim Briggs explained that local use of labor was not an evaluation consideration,
and that instead they were looking for the firm that was most qualified.
Voltz explained that she had obtained a copy of the request for proposal and
discussed at length the necessary qualifications with Jim Briggs, and feels
comfortable that the best firm was selected.

McMaster stated that the Council should rely on staff to make the appropriate
decisions and choose the best qualified firms. He likes the diversity and feels the
City should not depend on one firm for everything (local or otherwise).
Motion by McMaster, second by Valdez to approve the resolution. Approved 4-2.
Tonn and Shelby opposed.

Barry replied in the affirmative. Tonn and Connor stated that they didn't feel the
18" requirement was necessary.

910457 Ordinance authorizing the issuance of City of Georgetown $1,625,000 General
Obligation Refunding Bonds, Series 1991, approving an official statement, the
execution of an escrow agreement, and making provisions for the security thereof,
and ordaining other matters relating to the subject --First reading/Glenn Reynolds
Glenn Reynolds explained that after the issuance cost, the saving would be
$97,000 over the ten-year period of the bond. This would reduce the general debt
obligation.
Motion by McMaster, second by Tonn to approve the ordinance as read.
Approved 6-0.
910458 Amendment to Ordinance 91®21 to include the designation of City of
Georgetown election precincts (polling places) at the Main Library and GISD
Administration Building --First Reading/EIizabeth Gray
This ordinance will establish the precinct for voting Districts 1, 2, 3, 6 and 7 at
the Georgetown Public Library and Districts 4 and 5 at the Georgetown
Independent School District Administrative Offices on Lakeway Drive. This
change was necessitated because of the parking problems around the two fire
stations both in the downtown area, and on Central Drive. This change will have
to be submitted to the Justice Department for their approval. Once approved, the
City will make a special effort to advertise the change to the voters. Elizabeth
informed Council that Dorothy Jones is attempting to get all the voter cards to

include the proper city district number, which has not been done in the past. This
should make it much easier on voters and election officials.
Motion by McMaster, second by Voltz to approve the ordinance on first reading.
Approved 6-0.
910459 Consideration of and possible action concerning possible amendment revisions
to Ordinance 91®21 redistricting the City for City Council elections/Marianne
Landers Banks
Marianne Banks explained that it was discovered that 53 people located in San
Gabriel Heights Subdivision along the river had not been included in the census
count for District 3. Since District 3 already has the largest population, the
addition of 53 people will result in a 12% variance between district sizes (between
the largest and smallest districts.) Moreover, moving them from District 3 to
District 1 or 2 (the adjacent districts) could result in dilution of the minority
districts. Clint Hackney with Ford & Ferraro has reviewed the plan and believes
that the 12% variance will not cause a problem with the Justice Department. John
Alexander of Texas Redistricting Services was present at the meeting.
Motion by Valdez, second by Shelby to amend Ordinance 91-21 to include the 53
people in District 3 and leave the boundary lines where they are in order not to
dilute the percentages in the minority districts. Approved 5-1. Bonner opposed.
910460 Final Comments and Evaluation of meeting process
Bonner requested that the City take care of the open sewer at a house near the
relative of Manuel Flores in the San Jose Subdivision,
