RESOLUTION NO. 900205 A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY SECRETARY TO ATTEST A FUNDING AGREEMENT BETWEEN THE CITY OF GEORGETOWN AND SERTOMA CLUB OF GEORGETOWN FOR FIREWORKS ON THE FOURTH OF JULY. Motion made by Councilmember Fling and Second made by Councilmember Valdez to Approve the Items on the Consent Agenda, with the exception of Agenda Item No. 900202 as pulled by Councilmember Saegert. Traylor and Associates for Professional Grant Management Services for the Texas Community Development Program Grant Project for Replacement of Sewer Lines in "Old Town" /Jack Gregoire Presented by Jack Gregoire. Questions asked regarding the method used in selecting this firm for the City Council Meeting Minutes 04/10/90 Page 2 of 8 Professional Grant Management Services for the Texas Community Development Program Grant Project. Discussion between Councilmembers followed. Councilmember Bonner questioned this procedure and asked that the City Attorney review same and give an opinion should something of this nature arise again at a future date. Motion made by Councilmember Brashear and Second made by Councilmember Valdez to Approve Resolution No. 900202 as Read. MOTION: BRASHEAR SECOND: VALDEZ MOTION CARRIED: 5 FOR 2 AGAINST (BONNER, SAEGERT) RESOLUTION NO. 900202 A RESOLUTION APPROVING THE AGREEMENT WITH GARY TRAYLOR & ASSOCIATES FOR PROFESSIONAL GRANT MANAGEMENT SERVICES FOR ADMINISTRATION OF THE TEXAS COMMUNITY DEVELOPMENT PROGRAM GRANT AND AUTHORIZING MAYOR TO EXECUTE SAME AND THE CITY SECRETARY TO ATTEST. Citizens Wishing to Address the Council Mayor Kennedy welcomed our new City Secretary, Elizabeth Gray to her first City Council meeting. Mayor Kennedy stated that there had been some questions and concerns regarding the processes and procedures in administering the 1/2 cent sales tax if that item passes on the May 5, 1990 ballot. State law requires that the City Council appoint a five person citizens committee to create a budget and determine the best method for the City to distribute and utilize this money. The committee members would serve two year terms and would be reappointed or new people would be appointed by the City Council. The function would be very similar to our current Tourism Board, where the City Council would review and approve the budget. 900207 Approval Requested for Short Form Resubdivision of a Portion of Blk. 21 of North Georgetown Addition, with Variances /Ed Barry and John Warden Presented by John Warden. The Planning & Zoning Commission has reconsidered this item at Council request, particularly the question of access to Austin Avenue. The Commissions recommends, by a vote of 4 -3, the approval of a 35' wide entrance only driveway onto Austin Avenue. The Planning & Zoning Recommendations were as follows, including the revision to item 4: City Council Meeting Minutes 04/10/90 Page 3 of 8 16 The short form resubdivision plat of a portion of block 21 of the North Georgetown Addition, subject to the completion of water line and fire hydrant improvements prior to building permit issuance, 2. The variance to permit the deferral of drainage requirements to site plan approval; and 3. The variance to permit the construction of a driveway on Valley Street that is located 53 fte from the intersection of Valley Street and Austin Avenue. 4. The variances to permit the construction of a 35 foot wide, entrance only, access on to Austin Avenue. Motion made by Councilmember Saegert and Second made by Councilmember Valdez to Approve the action of the Planning & Zoning Commission taken on April 3, 1990, including all variances. MOTION: SAEGERT SECOND. VALDEZ MOTION CARRIED. 5 FOR 2 AGAINST (MCMASTER, PEARCE) 900208 Consideration of and Possible Action on a Resolution Authorizing Joint Investment of Public Funds, Approving an Agreement Between the City of Georgetown, Texas, and the Local Government Investment Fund of Texas /Glenn Reynolds Presented by Glenn Reynolds. Questions asked at the last meeting were answered and discussed by the Council. Glenn reviewed the information given to the Council at the last meeting. Stated that the City staff was not suggesting that this Local Government Fund be the sole source of investment. The City would continue to invest in CD's at Citizens State Bank, and feel that this would provide a way to balance the investments available to the City. Questions from the last meeting included the following.* (1) the makeup of the investments of the fund, (2) the risk involved in those investments, and (3) who manages the fund and what fee do they collect. Present at the meeting this evening were Mr. David Mainard, Manager of the Fund from Boston and Ms. Sue Ann Breckenridge, Salesperson from the Dallas area. Mr. David Mainard provided background of this vehicle, the Local Government Investment Fund of Texas, and its intent. He focused his response on the questions asked by the Council at the last meeting, and answering additional questions asked by the Council. Following are some of the topics which were questionedo Management fee, Government Securities being closest to a risk -free City Council Meeting Minutes 04/10/90 Page 4 of 8 900209 investment, Texas Allowable Investment scenario compared with the North Carolina and Massachusetts scenario, minimum or maximum investments, what was performance during shake -out period of a recession, loss relating to properly managed vs. improperly managed investment pool, limitation on cash requirements upon demand. Concerns of the Council /Mayor included: Return of the money rather than return on the money, the fact that poor fund management/ investment is a comparatively higher risk than investing in the Local Government Investment Fund, the setting of a cap on a certain percent of the available portfolio. Glenn Reynolds recommended that this fund would provide resources the City does not have, namely time and expertise. The risk in the Local Government Investment Fund is not necessarily greater since there is unknown risk in the City using other investment instruments (e.g. CD's in local banks) . The City's investment policy allows investments in CD's with depository banks, treasuries, and other activities allowed by the City Council. What the City staff is asking is permission to add to the list of investment opportunities, the Investment Pool as a short -term vehicle. Yield would be evened out with other long -term investments. Consideration of setting a cap for a certain percent of our portfolio to be eligible for investment in this fund. Motion made by Councilmember Pearce and Second made by Councilmember Bonner to Approve Resolution No. 900208 as Read with the Investment Policy to be Reviewed at the next meeting. MOTION. Councilmember McMaster addressed the fact that Leslie Barone, appointed as Deputy City Secretary in this name, had recently gotten married and would hereafter be known as Leslie Gregoire or for election purposes, Leslie Barone Gregoire. 900215 Adjournment There being no other business to come before the Council at this time, Mayor Tim Kennedy adjourned the meeting.
