The following council members and officials were present, Council Member Eb C. Girvin, Council Member Joan King, Council Member Marvin E. Lackey, Council Member Bill Connor, Council Member William C. Shell, City Secretary Pat Caballero, City Manager R. Bob Gaylor, Director of Finance and Administration Gwen Sherman, Director of Community Services Hartley Sappington, and Development and Planning Director Ed Barry. CONSENT AGENDA: Motion by King and second by Lackey to approve consent items 1, 21 31 4 and 6 and vote on item number 5 separately. Motion carried by unanimous vote. 1. MINU'S'ES To approve the November 10, 1906 minutes as submitted by the city secretary. 2. BILLS OVER $5,000. To approve the following bills: RTE Dist. Transformer Division, $ 9544.00 Freese & Nichols, Inc. 12655.11 Gutierrez, Smouse, Wilmut & Assoc., Inc. 46943.00 Trans -Tex Supply Co. 5209.60 3. FOREST COURT, FINAL PLAT To approve Forest Court Final Plat subject to the following: 1) All ordinance requirements being met. 2) Utilities being adequate, a) A 10 Ft. P.U.E. shall be established along Forest Court R.O.W. if same is needed to accommodate phone and cable utilities. b) The side and rear yard P.U.E. shall be re -Tabled as drainage easements as required in conjunction with construction plan review. c) Applicant shall install a manhole at the intersection of the three 6 -inch sewer lines near the Forest and Short street intersection and provide additional line capacity if same is required. 3) A detailed site grading plan shall be 11/25/86 regular council meeting page 1 of 12 included in the construction plans. 4) A type "D" buffer -yard shall be required along the eastern edge of the project, or an option acceptable to developers, adjacent property owners and staff, any fence to be eight feet tall and this requirement noted on the plat, 5) A variance from the setback requirements for Lots 1 & 8 is hereby granted such that the side building line of Forest Street is not less than 15 feet but may be reduced to equal the median of the setbacks of existing structures each side of Forest Court from 12th Street to 16th Street. 6) Stormwater detention variance is hereby granted conditional upon the submittal of sufficient information indicating no adverse impact on the existing system during construction plan review. 4® VARIANCE, 201 TURTLE BEND, BUILDING LINE AND PUE ENCROACHMENT To grant a variance from Section 5.04 Part 3 and Section 5.06 Part 2, to allow the existing home on Lot 9, Block C of the Resubdivision of Lots 6-10 Block C Turtle Bend Section One (201 Turtle Bend) to remain encroached into the side yard setback and encroachment into a Public Utility Easement, 5" VARIANCE, AIR COUNTRY ESTATES, WATER LINE CONSTRUCTION Motion by Connor and second by Shell to grant a variance from a requirement that City 8" water mains be extended along two property frontages on Lot 3, Air Country Estates Section II. The variance allows that only one property frontage requires such 8" inch water main. Motion carried by unanimous vote. (note: This item was voted on after consideration of item number 7 below.) 6" VARIANCE, BRANGUS RANCH, EXTENSION OF FINAL PLAT To grant a variance from Section 4.04 Part 15 of the Subdivision Ordinance, to allow a ninety day extension of Brangus Ranch Final Plat, Section 2. The new expiration date shall be February 11, 1987. If plat has not been recorded by this date, then all prior approvals by City shall be void. VARIANCE® LIBRARY BUILDING SETBACK, FRONT YARD AND FEES Motion by Connor and second by Shell to grant a variance to the Georgetown Public Library from Section 2.0203 Part I and Sections 6.101 of the Zoning Ordinance to allow building and parking in required front yards and grant a waiver from Ordinance #82-30 (fee Schedule 6). Granting of such variances is conditional upon staff approval of site plan based upon the following findings: 1) The landscaping proposed for the project far exceeds that required by ordinance and serves to mitigate the negative aesthetic impacts of parking in the required front yard area. 2) The building as varied does not encroach upon the minimum site triangle or otherwise pose a hazard to traffic safety. 3) Substantial improvements are proposed which, in combination, produce an attractive and useable pedestrian space along Martin Luther King Boulevard and Eighth Street and are coordinated with the City's Sesquicentennial Sidewalk Project such that future similar connection of the two projects will create a truly unique urban design feature which will be beneficial to the City as a whole. Motion carried by unanimous vote. ll. LETTER FROM OAKCREST II HOMEOWNERS ASSOCIATION Ann Starr Brown appeared before the City Council and read the following letter for the record. To: City of Georgetown Greetings: This letter constitutes a recommendation from the Oak Crest II Homeowners Association concerning our recommendation access roads that into the area. the city and/or it is county: 1) Provide no additional access roads into this area at the present time. Spring Valley Road presently serves the area. 2) Plan for the connection of the Booty Road with the D. B. Woods Road (presently under construction) at the earliest possible time. 3) Advise the Oak Crest Homeowners Association of any serious proposal/request to build additional roads into the Oak Crest II area. 11/25/86 regular council meeting page 9 of 12 The Oak Crest II homeowners value the security, surrounding low traffic, etc., of a somewhat secluded area that more than any benefits additional roads might the provide. Futhermore, we understand that the Booty Road/D.B. Woods connection below the Georgetown Lake Dam is part of the City of Georgetown`s future road system plan. Early attention will be directed toward the completion of this connection would allow access Woods to Williams Drive by those west of oak Crest II, such as the Woods Ranch residents. This road should virtually eliminate any pressure/need for 0thru traffic through the Oak Crest II area. The Oak Crest II homeowners Association plan to continue to monitor ASSESSMENTS, surrounding developments GWEN SHERMAN that may impact the neighborhood, adopt on and will periodically reassess ordinance. its position regarding access roads.
