Council Present: Council Absent: Clark Lyda, Llorente Navarrette, Sam Susan Hoyt Pfiester, Ferd Tonn, Charles "Hoss° Burson, Lee Bain Staff Present: George Russell, City Manager; Marianne Banks, City Attorney; Sandra Lee, City Secretary;Tom Yantis, Assistant City Manager/Director of Information Resources; Jim Briggs, Assistant City Manager/Director of Community Owned Utilities; Micki Rundell, Director of Finance and Administration; Laurie Brewer, Controller; Cathy Riedel, Assistant City Attorney A Public Hearing for an ordinance affecting participation of City employees in the Texas Municipal Retirement System, (TMRS) granting the additional rights authorized by Sec. 854.202(g) of Title 8, Texas Government Code, as amended -- Laurie Brewer and Tom Yantis Brewer gave Council an overview regarding the retirement benefit and introduced David Rodriguez of TMRS to answer questions. The public hearing was closed at 4:15 p.m. Policy Development/Review Workshop B Presentation of recommendations from the Employee Benefits Team -- Laurie Brewer and Tom Yantis Brewer gave Council the employee survey results and emphasized that the employees are very interested in retirement benefits. She introduced David Rodriguez of TMRS who gave Council a brief presentation about TMRS. Brewer explained that the Benefits Committee looked into the benefits of other cities and determined that the most valued benefits would be: 20 -year eligibility for retirement; increasing the contribution to retirement to 6%; and an employer -funded dental insurance program. She said the total to expend would be $142,700. She said the Benefits Committee recommends that the balance of the funds budgeted for employee benefits ($57,300) be saved toward increased benefits in the next budget year. She recognized the 12 members of the Employee Benefits Committee. Navarrette asked that the City look into offering insurance to part-time employees. C Review of by-laws for Council Boards and Commissions and discussion of possible restructuring, merging, eliminating some boards; discussion of possible new, and/or alterations to, "enacting" ordinances and/or City Council Meeting Minutes/January 22, 2001 Page 1 of 2 Pages charges for boards, commissions -- Cathy Riedel There was much discussion on revising the by-laws; and restructuring the terms and membership of the Economic Development Commission and Youth Advisory Board; D Review and discussion of current Council policies, with identification of areas in need of up -dating (to include charter -mandated policies) -- MaryEllen Kersch Lyda asked to establish a process to establish a method for updating the current Council policies. It was decided that they would be divided according to subject matter. Bain noted that the finance policies could be reviewed at the Finance Subcommittee Meeting planned for Wednesday, January 24 at 3:00 p.m. Pfiester noted that the utility policies could be reviewed at the Utilities and Transportation Subcommittee Meeting planned for January 30.
