Seventh Street, Georgetown, Texas 78626 Members Present: Harry Gibbs, Chair; Marlene McMichael, Secretary; Patrick Lawson and Chris Damon. Members Absent: Sarah Milburn, Vice Chair; Don Padfield, Clare Easley. Staff Present: Elizabeth Cook, Director; Ed Polasek, Long Range Planner; Trish Carls, City Attorney and Stephanie McNickle, Recording Secretary. Chair Gibbs called the meeting to order at 6:07 p.m. and led the Pledge of Allegiance. Chair Gibbs stated the order of the meeting and that those who speak must turn in a speaker form to the recording secretary before the item that they wish to address begins. Each speaker will be permitted to address the Commission once for each item, for a maximum of three (3) minutes, unless otherwise agreed to before the meeting begins. 1. Action from Executive Session. There was not an Executive Session. Consent Agenda The Consent Agenda includes non-controversial and routine items that the Commission may act on with one single vote. A Commissioner or any member of the public may request that any item from the Consent Agenda be pulled in order that the Commission discuss and act upon it individually as part of the Regular Agenda. The Planning and Zoning Commission's approval of an item on the Consent Agenda will be consistent with the staff recommendation described in the report, unless otherwise noted. Regular Agenda 2. Public Hearing and possible action on a Comprehensive Plan Amendment to modify the 2030 Plan Overall Transportation Plan related to the removal of a future Major Collector (Snead Drive) between Cooperative Way and South Austin Avenue. On June 22, 2004, the Overall Transportation Plan (OTP) was adopted, creating the Transportation Improvement Plan (TIP) Process and adopting a future road network of existing and future streets to provide for the orderly development of region’s transportation network. The TIP process allowed the city to annually create a funding mechanism for Georgetown Transportation Advisory Board (GTEC) funds and to review and update the OTP road network. During the 2005 TIP process, the GTEC Board considered funding for a new street in the Overall Transportation Plan, the continuation of Snead Drive from Cooperative Way to South Austin Avenue. Snead Drive was outlined in the preliminary plat for Georgetown South Industrial Park; however, it was not in the OTP. By placing the project on the TIP, it was added as a Major Collector in to the OTP in 2005. The GTEC Board found the project eligible for GTEC funding, but chose not to fund any improvements at that time. The applicant now wishes to submit a new preliminary plat for a portion of the Georgetown South Industrial Park, and remove the extension of Snead Drive from the preliminary plat and OTP. The Planning & Zoning Commission Agenda / June 19, 2008 Page 2 of 2 applicant has contracted with a transportation engineer to complete a traffic impact analysis to determine that the adjacent roadway network should be adequate to support the removal of Snead Drive from the OTP. Chair Gibbs invited the applicant to speak. David Chang, South Industrial, 101 South Cooperative Way stated that Airborn is interested in purchasing the property and will be glad to answer questions. Chair Gibbs opened the public Hearing, no one came forward. The public hearing was closed. Motion by McMichael that after holding the required Public Hearing, recommend to the City Council approval of the request to modify the 2030 Plan Overall Transportation Plan related to the removal of a future Major Collector (Snead Drive) between Cooperative Way and South Austin Avenue. Second by Damon. Approved. (4-0) 3. Comments from Director. Liz Cook stated the July 1st meeting agenda will include a discussion of Planning and Zoning Commissioners schedule to have two (2) meetings per month. 4. Comments from Commissioners. Chair Gibbs thanked the Commissioners in waiting for attending the meeting.
