Members Present: Chairman, Christopher Aadnesen, Audrey McDonald, Linda Turner, Will Moore and Brian Ortego Staff Present: Amelia Sondgeroth, Director of Planning & Development Services, Bobby Ray, Chief Development Planner, Ed Polasek, Chief Planner, Long Range Planning, Melissa McCollum, Development Planner, Carla Benton, Development Planner Legal Present: Patricia Carls, City Attorney/Recording Secretary Workshop Session – Meeting began at 4:40 p.m. Amelia Sondgeroth gave the introduction of the meeting. Sondgeroth said that the purpose o the meeting is to try and develop Annexation Plan, not just voluntary annexation. Sondgeroth said that the Annexation policy would be reason to annex a tract in an orderly manner (considering road and utilities) – concentric annexation is preferred; not leapfrog annexation. Sondgeroth talked about the 10 policies (see handout); cost/benefit analysis and matrix (see handout); and said that City would be applying this to the McLester Tract. Council wants to adopt a priority map. Ed Polasek gave his presentation explaining the colors on the map. Dark Green – ready to annex now or in the next 1 to 5 years, i.e., when utilities are available – those areas are: 1. GTV 2. Sun City 3. Near airport 4. Williams Drive 5. I35 Corridor 6. Inner Loop Light Green – beyond current 5 year CIP, but City would want land use controls, if possible – those are: 1. North of City (CR 195, IH 35, Hwy 130) –major flood plain issues and lots of hwy intersection and ramp issues; 2. none of City Residential 3. I30 Corridor 4. South & east – s.f. infrastructure planned, need land use, connectivity to RR 5. Within the city – Wolf tracts. Yellow – utilities very expensive for City – don’t want to commit to utilities 1. Golden Oaks (not as big as Seranada) 2. Mobile homes with substandard roads 3. Septic tanks – don’t want to be annexed – off CR 1460 4. Quarries 5. McLester – developer would have to build some facilities to get services to tract 6. Snead – above McLester Quarries 7. Federal park land near lake area Red – Seranada  Strip annexed to get to Berry Creek  Promise to provide services only recently fulfilled  No incentive to get off septic just to connect to city line  City annexation couldn’t pay for itself Cimarron Hills  Too far away – 1000’ strip for 4-5 miles ETJ Agreements from 1970’s with Round Rock & Weir; Escalera and Cimarron Hills by Agreement – under discussion Next steps 1. priority is Dark Green 2. will bring back to Planning & Zoning 3. then will go to Council Meeting was adjourned at 5:35 p.m.
