Planning and Zoning Commission
City of Georgetown, TX
Tuesday, February 5, 2002, at 6:00 P.M.
Gabe Sansing, Vice-Chair, called the February 5, 2002, Planning and Zoning meeting to order at 6:18
p.m. Other members present were Chris Aadnesen, Audrey McDonald, Richard Glasco and Robert
Seamans. Patrick Walsh and Marjorie are absent. Staff present were Amelia Sondgeroth, Director,
Bobby Ray, Chief Development Planner, Tammye Sharpe, Staff Recorder, David Munk, Development
Engineer, Carla Benton, Development Planner, Melissa Murphy, Development Planner, Jim Babcock,
Development Technician, and Patricia Carls, City Attorney.
1. Action from Executive Session - None
On the Consent Agenda.
2. Consideration of the Minutes of the January 2, 2002, Regular Planning and Zoning Commission
Meeting.
3. Consideration and possible action on a Public Review Final Plat of 13.403 acres out of the
Francis Hudson and the J.S. Patterson Surveys, to be known as Park Central One, Section
III, located at Westinghouse Road and Park Central Boulevard.
4. Consideration and possible action on a Public Review Final Plat for 9.79 acres, more or
less, out of the Joseph Fish Survey, to be known as Woodlake, Phase 2, located on
Williams Drive, contingent on TxDOT approval of median cut.
Robert Seamans made the motion to approve the consent agenda as is. Richard Glasco seconded
the motion. The motion passed with a vote of 5-0.
On the Regular Agenda
5. Consideration and possible action on a Public Hearing for a Rezoning of Crestview
Addition, Unit 1, Block 2, Lot 5, from RS, Single Family to RM-3, Office and Service Use,
or more restrictive district, located at 1610 Williams Drive. Melissa Murphy presented staff report.
Les Romo, attorney, gave his support for the zoning change, pointing out 1) Williams Drive was
changing to a commercial street, and 2) site had adequate parking in the front & side, with a circular
drive for easy access in and out. Akram Amani, applicant, said she spoke with City about rezoning
before she purchased the house, and provided a signature sheet of her neighbors in favor of her
home business (included in Murphy’s report). Stacie Hurley, agent who sold the home to Amani,
informed the Commissioners of the businesses around the home (builder’s office, alarm company,
satellite company, attorney’s office), and that the owner on the left of the property desired to be
zoned commercial. Sharon Rawls, who works for Amani as a hair stylist, spoke about the
increased traffic on Williams, and asked for the Commissioners’ support for the hair salon. Murphy
said that the RO zoning was to provided a transitional zone from the residences that were there.
Murphy explained that RO zoning would require several lots coming in together, along with shared
driveways, parking, landscaping – an overall site plan for 3 houses instead of one. Amani did not
ask for RO zoning, because it does not allow hair salons. Seamans was in favor of the zoning
request due to the businesses all along Williams Drive. Aadnesen was in favor, but had concerns

about the letters that are enclosed with petition packet. Murphy said that the letters of objection are
written after the signing of the petition. Romo agreed. Glasco pointed out the Schroeder letter asked
for a 6 foot fence around the back to be a buffer between the hair salon and the Schroeder's house.
Amani said she would be happy to build a fence if the neighbor required that. Aadnesen
wanted a unanimous vote in favor, and would consider a condition to the motion. Seamans asked if
there would be a requirement with the RM-3 zoning dealing with the Urban Design Agreement to
address the fencing/screening. Murphy said that because of the change in use of the property,
applicant would have to do a mini-Detailed Development Plan (site plan) and pick out one thing from
a list of seven to come into compliance with. Discussion on the list of seven. McDonald asked if
there would be a limit to the number of employees with the requested zoning change to RM-3.
Murphy said no. Sansing believed that the zoning was favorable.
Seamans made the motion to make a recommendation to City Council to approve the requested
Rezoning of Crestview Addition, Unit 1, Block 2, Lot 5, from RS, Residential Single Family to RM-3,
Office and Service use, or more restrictive district, located at 1610 Williams Drive, with the requirement
that the two letters in question be retracted. Sansing asked clarification as to what would happen on
the outcome of the letters. Seamans said he felt it should be included in the report to the City Council.
Aadnesen said he felt the motion to the council should be that the Commissioners approve of the
rezoning, but there was an issue with the letters, and the Commissioners have recommended that they
be retracted or modified - at least, looked into - when it come before Council. Motion was amended to
read to recommend to City Council approval with the requirement that the Council look at the issue of
the two letters the Commissioners asked to be retracted or modified. Motion passed, with a vote was
5-0.
6. Consideration and possible action on a Concept Plan for 57.356 acres, more or less, out of
the William Addison Survey and the Woodruff Stubblefield Survey, to be known as Meadows
of Georgetown, located at CR 102. Melissa Murphy presented staff report. Seamans asked about
the access. Aadnesen asked about this project being a concern for the Churchill Farms area.
Chuck Carroll, Cunningham-Allen, representing applicant, said that there have been 5-6 meetings
with Churchill Farms owners and Indian Creek owners to work with the drainage problems to be
solved. Carroll said they have come up with 1) the collector level street coming through and tying
into the subdivision, 2) the T-type intersection to deter traffic onto the Georgetown Inner Loop, and
3) TxDOT would grant access from this subdivision to the access road Hwy 130. Ken and Pat
Mellender, Churchill Farms residents, were against the noise and safety that this construction would
bring to their neighborhood, and the property value of their homes being decreased, and suggested
other access to the subdivision. David Madole, Churchill Farms resident, concerned that
Cunningham-Allen had changed their plans for the subdivision, the price of the new homes, crime
safety, and the traffic from the construction, and wanted to find some other alternatives. Aadnesen
confirmed there were no written agreements. Bill Huntoon declined to talk. Laura Oster,
resident, concerned that Churchill Farms would become a major thoroughfare, if not handled
correctly. Andy McKay, resident, concerned with the connectivity issue and the traffic on Churchill
Farms Drive. Jeff Vorcolen, resident, concerned about Hwy 29, a splitting of Churchill Farms
Drive, and long range development. Michelle Gambino, resident, concerned with health and safety
for the children and adults of Churchill Farms, along with the development impact. Mellender
asked Commissioners to ask the developer to present a plan that did not include cutting through
Churchill Farms Drive. Madole gave an alternative way, saying that if the City gave a right-of-way just
south of Churchill Farms Drive, take and extend Dove Road from CR 102 to Inner Loop. On behalf
of the staff's support of this application, David Munk, Development Engineer, said that Churchill
Farms Drive was a 44' wide large street extension, and the street stub was there for connectivity –
something that City Council was in favor of - it ties from CR 102 and will go all the way back to
University Avenue, and will go through University Park, Section Two. TxDOT's new policy has
requested for parallel roads to the major arterial (like Hwy 29), which this fits the request, and the T-

intersection will slow traffic down. Munk clarified that Churchill Farms Drive was a neighborhood
collector street, not a major arterial, but a large collector street that will be extended about 1 1/2
miles, and it will tie between three different minor/major arterial. Glasco asked if there were any fire
issues. Munk said that fire department was very much in favor of the large width of Churchill Farms
for emergency access. Discussion on traffic. Carroll said that the construction traffic issue had been
addressed by the plan for the construction trucks to come off CR 102. Churchill Farms Drive will
remain closed until the streets are poured and laid down and they start doing their marketing for
Phase One. At that time, Phase One would take its access through Churchill Farms, approximately
53 lots. Phase Two is where there would be connection CR 102, and it won't be until Phase Three
that the entire collector street was built out. Seamans asked how construction traffic would be
addressed. Carroll said developer would come in and do the sub-grade prep for the entire collector
street so that the construction traffic could have access to and from Phase One from CR 102.
Seamans asked if truck traffic could be routed. Patricia Carls, City Attorney, said that the routing of
the trucks was ultimately up to the builder. Amelia Sondgeroth said that a construction routing note
could be put on the Public Review Final Plat. Munk said that he would make sure there was a route
for the construction crews. Aadnesen commented that this same situation occurred here he lives,
and the plan did not work. Bill Huntoon, who resides at 731 Santa Anita Way, said he remembers
the agreement being that the builder would build Phase One, next to CR 102, Phase Two, and then
somewhere around Phase Three and Four, connect to Churchill Farms Drive, indicating that there
has been changes to the plans. Carroll said that the Phase One was positioned where it was
because of the parkland that was agreed upon, the initial water and wastewater tie-in, and the
topography. Seamans asked if there was a different drawing shown to Huntoon during the process.
Huntoon said no. Seamans asked Munk if there were plans of a road toward the Dove Spring plant
from the Georgetown Inner Loop. Munk asked if he was talking about an off-site or a connection
road. Seamans said a connection road. Munk said no, and haven’t seen a Capital Improvement
project. Sansing asked if the builder would consider building out the Dove Street. Glasco said that
starting the project close to CR 102 was a good idea. McDonald felt that the temporary construction
road would work. Aadnesen requested City to enforce truck access and construction traffic,
questioned access to subdivision from Hwy 130, and suggested re-route to CR 102. Glasco asked if
the builder might need to come back to P&Z again after some things have to be worked out.
Sondgeroth made a recommendation that prior to the passing of the Concept Plan, the homeowners
and the developer, along with engineer and staff, need to have meetings to work out these issues.
Seamans made the motion to recommend to the City Council approval of the Concept Plan for 57.356
acres out of the William Addison Survey and the Woodruff Stubblefield Survey, to be known as
Meadows of Georgetown, located on CR 102. Glasco seconded the motion, which passed with a vote
of 5-0.
Recess at 8:10. Reconvened at 8:18 p.m.
7. Consideration and possible action on Public Hearing for a Public Review Final Plat of
119.335 acres out of the John Sutherland Survey and the C. Joyner Survey, to be known
as Estates of Westlake, located west of Jim Hogg Road. David Munk presented staff report.
Seamans asked about the reasoning behind the recommended variance regarding in the cul-de-
sac. Munk said that Fire wanted the variance because of the length of this street. Munk showed
Commissioners the problem with the street - different landowners, but it would be like stubbing out.
Jack Buchannon, applicant who lives at 510 Susana, said that there was really has no other way to
put a road in - the surrounding properties were not able be used to make a road (the City Park and
the Core of Engineers). Buchannon asked for a variance to have this extended street. Seamans
asked what the speed limit would be on this street. Tom Watts said that they would be asking for a
25 speed limit. Sansing asked if there could be a turnaround on this street. Buchannon said yes.
Glasco said that he would like it if there could be indentures halfway down the street. Watts said that

the best place would be at the top of the hill . Richard Jeske, who resides at 645 CR 262, had a
question to the easement drawn on his land, and had Tom Watts clarify that on the newest drawing,
(Jeske saw the easement was shown correctly), and was okay with everything. Glasco would like to
have a cul-de-sac put in on the street, and leave as is. Munk said that this was still a variance, so a
cul-de-sac would not be of any use. McDonald and Aadnesen asked if the City would be liable.
Trish said that it would slim. Aadnesen said that he felt like this would be a liability to the City if not
to take the staff’s recommendation. Seamans would be for both the variances. Sansing was for the
motion with the variances. Aadnesen brought out that the engineer was doing his job based on the
other departments, and he admired his stand on this motion. Sondgeroth asked that the
Commissioners take in consideration of the Finding of Facts.
Seamans made the motion to recommend to the City Council to approve the Public Review Final Plat
of 119,335 acres out of the John Sutherland Survey and the Joyner Survey to be known as Estates of
Westlake and 1) Approval of a variance to Section 33033 N.2. to allow the Whispering Spring End cul-
de-sac to be longer than 500 feet, and 2) Approval of variance to Section 33030 G.1 to allow 50 foot
rights-of-way for Whispering Spring End provided that the technical issues are addressee prior to City
Council consideration, after making the required finds of fact. The technical issues were read. Glasco
seconded the motion, which passed with a vote of 5-0. Aadensen was still concerned about the
liability issue.
8. Consideration and possible action on a Public Hearing for a Century Plan Amendment of
24.74 acres, more or less, out of the Antonio Flores Survey, to change from Intensity
Level 2 and Intensity Level 3 to Intensity Level 4, or more restrictive classification, located at
the corner of N. Austin Avenue and CR 151. David Munk presented staff report.
Aadnesen made the motion to recommend City Council approve the Century Plan Amendment of 24.74
acres, more or less, out of the Antonio Flores Survey, to change from Intensity Level 2 and Intensity
Level 3 to Intensity Level 4, or any more restrictive classification. Seamans seconded the motion, which
passed with a vote of 5-0.
9. Consideration and possible action on a Short Form Final Plat of a Resubdivision of Shell Addition,
Block 8 and part of Block 7, being 1.61 acres out of the Nicholas Porter Survey, to be known as
Hauser Ridge, located between 2nd, Holly and Pine Streets. Melissa Murphy presented staff report.
P.J. Stevens, Steger & Bizzell agent for applicant, said there was water & sewer already available.
Glasco made the motion to recommend to City Council the approval of the Short Form Final Plat of a
Resubdivision of Shell Addition, Block 8 and part of Block 7, totaling 1.61 acres located in the Nicholas
porter Survey to be known as Hauser Ridge, located between 2nd, Holly and Pine Streets. Aadnesen
seconded the motion, which passed with a vote of 5-0.
10. Consideration and possible action on a Public Review Final Plat for 29.93 acres out of the
William Addison Survey, to be known as SummerCrest, Section 3 & 4, located off SH 29,
2.27 miles east of IH35, with variances to the Subdivision Regulations. Melissa Murphy presented
the staff report. Robert Simms, Carter-Burgess, said there has been some street names changed.
Glasco was in favor. Seamans was in favor as written. Sansing said the staff does an excellent
job. Sondgeroth brought out that the staff would not regularly recommend a collector street.
Aadnesen made the motion to recommend to City Council the approval of the Public Review Final
Plat of 29.93 acres in the William Addison Survey, to be known as SummerCrest, Section 3 & 4,
located off SH-29, 2.27 miles east of IH35, with approval of the requested variances to Section 34020
to allow impervious coverage transfer between the lots, Section 33030-A to allow reduced access on a
collector level street, and Section 34020.F.4 to allow Block M, Lot 1 to have 15’ side street setback on

SummerCrest Boulevard, after making the required Finds of Fact. Glasco seconded the motion, which
passed with a vote of 5-0.
11. Consideration and possible action on a Rezoning of 69.28 acres out of the William Addison
Survey, from A, Agricultural to RP, Residential Planned, to be known as University Park,
Unit Two, and located on the East side of Southwestern Boulevard. Melissa Murphy presented
staff report. Sondgeroth asked for clarity of approval. Murphy said parks approved because they
want to go along with the trails they are proposing to do - the trails are dedicated to the City.
Seamans asked about the traffic. Munk said that this was residential, and it was okay to not have
a traffic report with the Century Plan. Jim Cummins, Steger & Bizzell, thanked staff and the Parks
people for helping with this subdivision. Craig & John Biggar passed on making any comments.
Aadnesen made the motion to recommend to the City Council approval of rezoning of 69.28 acres,
more of less, in the William Addison Survey, from A, Agricultural, to RP, Presidential Planned District
Regulations to be known as University Park, Unit Two, located on Southwestern Boulevard. Glasco
seconded the motion, which passed with a vote of 4-1, with Seamans opposing.

March 26 (Tues.) – P&Z and DOC Workshop, Council Chambers, 6:00 p.m., on the
“New Development Code”
Aadnesen asked with the role of the Planning & Zoning played in all these workshops and public
hearings. Sondgeroth said that the Commissioners would be recommending zoning cases to the City
Council.

Seamans made a motion to adjourn. Aadnesen seconded, which passed by a 5-0 vote. Meeting
adjourned at 9:54 p.m.
