Bed and Breakfast (UDC Section 5.2) Motion by Commissioner Turner to maintain the provision as written in the code but to increase the number of rooms allowed in the residential zoned area from 4 to 6 rooms, to allow food service for up to six visitors of a paying guest, and to deny use of the B&B for receptions or party functions in a residential area but allowing them in a commercial area. Second by Commissioner Kirby. Approved 4-3. 2. Housing/ Lot Variety (UDC Section 5.3) Motion by Chair Herbert to delay the recommendation at this time to give a committee time to meet and make suggestions for alternatives to the lot size requirements to address the issue of housing variety. Second by Commissioner Turner. Approved 7-0. 3. Block Length (UDC Section 6.5) Motion by Chair Herbert to modify the provision to revise the number of lots per block in the ETJ from 8 to 10 with a maximum length of 1,320 feet or ten times the block width of that district, whichever is greater; and decrease the percentage of lots that can access the amenity to 25%. Second by Commissioner Glasco. Approved 5-2. 4. Non-residential Design Standards / Articulation (UDC Section 7.3) Motion by Commissioner Aadnesen to direct staff to review the articulation standards and proposed language that may provide greater flexibility in the implementation of this provision. Second by Commissioner Glasco. Approved 5-2. 5. Single-Family Residential Design Standards (UDC Section 7.4) Motion by Chair Herbert to table the recommendation so that the volunteer committee can address the issues of architectural design standards and the garage size requirement, and staff can clarify the zero lot line language and draft language to determine a specific manufactured housing zoning district. Second by Commissioner Aadnesen. Approved 7-0. 6. Multi-Family Residential Design Standards (UDC Section 7.4) Motion by Chair Herbert to allow this section to remain in the UDC with the following changes: 1. Delete courtyard requirement. 2. Allow greater flexibility for exterior design standards of the “complex”. 3. Grant an exception to this provision for lots with more than two ROW frontages. And amended to add: 4. An exception to the parking standards to allow parking for leasing offices and guests be located adjacent to street right-of-way. Second by Commissioner McDonald. Approved 6-1. 7. Accessory Units (UDC Section 7.4) Motion by Chair Herbert to recommend to City Council that accessory buildings be considered only in the RE zoning district and that a full kitchen would not be allowed as part of the extra living quarters. Tree Canopy (UDC Section 8.2) Motion by Commissioner Turner to present this provision as written to City Council. Second by Commissioner Kirby. Approved 7-0. 9. Street Trees (UDC Section 8.3) Motion by Commissioner Kirby to recommend to City Council that Section 8.3 be modified to include giving credit for existing trees located within the right-of-way, provide a greater spacing range that the trees can be planted in and to apply the requirement to just collector level streets and above. Second by Commissioner Aadnesen. Approved 7-0. 10. Identification / Directional Signs (UDC Section 10.3) June 27, 2002 - Motion by Chairperson Herbert to recommend to City Council that this section, Section 10.2.3b, be adopted deleting B3. Second by Commissioner Glasco. Denied 3-4. July 2, 2002 - Motion by Chair Herbert to recommend to City Council that Section 2 remain and that the section that allows weekend signs be deleted. Second by Commissioner Kirby. Approved 4-3. 11. Off-Premise Signs (UDC Section 10.4) Motion by Chair Herbert to recommend to the City Council that this section be recommended with the following amendments: 1. Provide an exemption for single commercial developments on multiple lots to have off-premise multi-tenant and directional signage. 2. Modify the provision for off-premise subdivision directional signs to allow the subdivision/ complex name and direction only (no builders identification, no sales or lease information). 3. Maintain the prohibition against the location of subdivision location signs in the public right-of-way. Second by Commissioner Turner. Approved 6-1. 12. Impervious Cover (UDC Section 11.2) Motion by Chair Herbert that this section of the UDC be recommended to the City Council along with the following provisions: 1.There is credit for arterial and major collector streets as shown on the Thoroughfare Plan, in the gross calculation of the site impervious cover; 2. This way of calculating be addressed to sites of 5 acres or larger; and 3. That a workshop be held to look at the impact of TNRCC’s water quality protection and what scientific basis there is for the relationship between impervious cover and water quality. Second by Commissioner Turner. Approved 4-3. The following Actions are taken from the Minutes of the July 24th P & Z Meeting and have not been approved at this time. These are represented in draft form. 13. Cul-de-sac Length (UDC Section 12.3) Motion by Commissioner Kirby to recommend to City Council the elimination of the section that regulates the length of cul-de-sacs, the elimination of the section that discourages the use of cul-de-sacs, while leaving in the language encouraging other alternatives and providing for those alternatives. Second by Commissioner Turner. Approved 7 – 0. 14. Connectivity Ratio (UDC Section 12.3) L:\Division\cd\PLANNING\P&Z\Minutes\2002\Action taken on UDC.doc Motion by Commissioner Turner to recommend to City Council that the provision be reviewed by staff who would look into the possibility of scaling the required connectivity ratio in conjunction with the size of the proposed subdivision. The subdivision size could be based upon acreage or upon the number of lots. Second by Commissioner Kirby. Approved 4 – 3. 15. Traffic Impact Analysis - Threshold (UDC Section 12.5) Motion by Commissioner Seamans to accept the staff recommendation maintaining the current 2,000 ADT threshold, apply this requirements to both residential and non-residential development, and to direct staff to draft a code section which address the imposition of an impact fee for future roadway improvements. Second by Commissioner McDonald. Approved 6-1. 16. Oversize Utility Requirements (UDC Section 13.9) Motion by Commissioner Kirby to recommend to Council that the cost of oversized development may be charged to either the developer or the City which shall be at the discretion of the City. The party bearing the cost of such oversize development shall nevertheless have the benefit of a reimbursement mechanism under a subsequent use provision. Second by Commissioner Turner. Approved 7 – 0. 17. Gateways (General) Motion by Commissioner Turner to approve the provision as presented with additional study towards setting minimum standards for gateways and corridors, direct staff to proceed with both the Williams Drive Corridor Study and the Special Area Planned Overlay provisions of the UDC. Once these studies are complete, reassess the need for additional corridor studies. Commissioner Seamans suggested an amendment to put in place landscape buffers along gateways, with gateways defined as all State and Federal Highways. Turner agreed to amend her motion. Second by Commissioner Kirby. Approved 7 – 0. 18. Other UDC Items for Discussion Motion by Commissioner Anderson to direct staff to review the letter offered by the Downtown Georgetown Association and to provide a written response to those concerns. Second by Commissioner Turner. Approved 7 – 0. Motion by Commissioner Kirby to request the City Council the City Attorney to research the possibility of requiring developers of residential, commercial and industrial property to develop property owners associations. After discussion, Attorney Carls agreed to work on this and bring to the next Council meeting. No second. No action. Motion by Seamans to redraft the definition of “discontinuation”, delete the provision allowing continuation of a nonconforming use pursuant to Board of Adjustment Approval and present to City Council for consideration. Second by Commissioner Turner. Approved 7 – 0.
