Special Meeting of the Planning and Zoning Commission
City of Georgetown, TX
Tuesday, September 25, 2001 AT 6:00 P.M.
Joint Public Hearing with the Planning & Zoning Commission and the Georgetown City Council to
consider a Special Permit for City of Georgetown, Division C, Outlot 18, 2.24 acres, to be known as
Williamson-Burnet County Opportunities, HeadStart Facility, located at North College Street and Holly
Street-Carla Benton, Amelia Sondgeroth and George Russell
Mayor Kersch opened the public hearing.
Carla Benton explained the process for this item. Carla reminded council that Council approved the
lease for the Head Start facility.
No citizens spoke at the Public Hearing
Public Hearing was Closed.

Special Meeting of the Planning and Zoning Commission
Planning & Zoning Commission Meeting convened at 6:56 p.m. by Chair, Patrick Walsh. Other
commissioners present were Vice-Chair, Gabe Sansing, Richard Glascoe, Marjorie Herbert, Audrey
McDonald, Christopher Aadnesen and Richard Seamans.
On City Council Agenda, Item H.
H. Consideration and possible action on a Special Permit for City of Georgetown, Division C,
Outlot 18, 2.24 acres, to be known as Williamson-Burnet County Opportunities, HeadStart
Facility, located at North College Street and Holly Street. - Carla Benton, Amelia Sondgeroth and
George Russell
Walsh told the Commission they received the staff report regarding this item and asked for -
1 -comment from the applicant. Robert Howard, executive director for WBCO addressed the
commission regarding the lease of the facility as well as WBCO's plan for the facility.
There was discussion regarding the number of children the facility provides services for, as well as
the facility's hours of service. There was additional discussion regarding the traffic impact on th e
roads/streets adjacent to the facility and also regarding the staff of WBCO and the process by
which they are hired. They went on to discuss the shared use of the parking lot and driveway, as
well as the capacity and expandability of the design of the building.
A motion was made by Marjorie Herbert to recommend approval of Special Permit for City o f
Georgetown, Division C, Outlot 18, 2.24 acres, to be known as Williamson-Burnet County
Opportunities, HeadStart Facility, subject to completion of a Detailed Development Plan. Motion
was seconded by Chris Aadnesen.

The motion to amend that the permit be subject also to the Joint Use Agreement with Central
Texas Treatment Center for the Driveway for use as a turn-a-round for emergency vehicles was
made by Patrick Walsh. Walsh withdrew the amendment.
The motion stands as recommended for approval by Herbert, which passed with a vote of 7-0.
A motion was made by Gabe Sansing to adjourn. The motion was seconded by Richard Glasco,
with a vote of 7-0. Meeting was adjourned at 7:10 p.m.
