PLANNING AND ZONING COMMISSION
MINUTES
November 3, 1998
Vice-chair, Robert Brannon, called the November 3, 1998, Planning and Zoning Commission
meeting to order at 6:05 p.m., and explained the meeting process. Other Commissioners
present were: Claude Proctor, Charles Parker and Sarah Milburn. Cal Wilkerson and Patrick
Walsh arrived after consideration of the Con sent Agenda. Leon Douglas was absent. Staff
members present were Ed Barry, Director, Art Rodriguez, Assistant City Attorney, Hildy Kingma,
Chief Development Planner, Kim Shaw, Development Planner, Wendy Walsh, Development
Planner, Tom Bolt, Building Plan Reviewer, David Munk, Development Engineer, Jim Babcock,
Development Technician and Janis Russell, Recording Secretary.
Consent Agenda
1. Consideration and possible action on the Minutes of the October 6, 1998, Planning and
Zoning Commission Meeting.
2. Consideration and possible action on a changes to a previously approved Detailed
Development Plan for Bonnett Subdivision, Lot 2, to be known as Purina Mills, Inc.,
located on SH 29 West and CR265N.
Claude Proctor made a motion to approve the Consent Agenda as written. Charles Parker
seconded the motion which passed by a vote of 4-0.
Regular Agenda
3. Public Review Final Plat of 33.86 acres in the William Addison Survey, to be known as
Georgian Place, Phases I, II and III, located on Quail Valley Drive, Tower Drive and Maple
Street, with Variances to the Subdivision Regulations. Wendy Walsh gave the st aff
report and recommendation. Fred Lockwood, agent for the applicant, addressed the
Commission. Mr. Lockwood informed the Commission that the applicant did not wish to
make the High Tech Drive connection as shown on the plat because it would connect an
industrial subdivision to a residential subdivision. He stated further that a temporary
stub-out would be provided until Phase II was complete to address emergency access
concerns. Mr. Lockwood also informed the Commission that the applicant did not want t o
provide the sidewalks along Tower Drive and Maple Street as shown on the plat because
they are already providing sidewalks along Quail Valley Drive and all interior lots. Ed
Barry responded that sidewalks are required public improvements for which variances are
not allowed. Ty Cunningham, agent for the applicant, also addressed the Commission.
He stated that safety, security and privacy were reasons for not connecting to High Tech
Drive. Wendy Walsh responded that connectivity between subdivisions was a standard
set forth in the Subdivision Regulations and by City Council policy. After the discussion,
Patrick Walsh made a motion to approve the Public Review Final Plat of 33.86 acres in
the William Addison Survey, to be known as Georgian Place, Phases I, II and III, provided
the Technical Issues are addressed prior to City Council consideration. Approval of the
requested variances to Section 34020 C.3.a. to allow double frontage lots along Tower
Drive and Maple Street provided a perimeter fence is installed at the property line and
access to Tower Drive and Maple Street is prohibited; to Table 34020 to allow the front

setback on Tower Drive and Maple Street to be reduced from 25 to 20 feet; and, to
Section 34020 F.4. of the Subdivision Regulations, to allow a reduction in the 25 foot front
yard setback to 15 feet for back-to-back corner lots for Block A, Lot 11; Block B, Lot 1;
Block C, Lots 1, 13, 14 and 26; Block D, Lots 1, 13, 14 and 27; Block E, Lots 1, 14, 15
and 27; Block F, Lot 1; Block G, Lot 9, after making the required findings of fact; and
Denial of a variance to Section 34020 F.4. of the Subdivision Regulations to reduce the
25 foot front setback to 15 feet for Block B, Lot 12, Block F, Lot 19, Block H, Lots 1, 14,
15 and 28. Sarah Milburn seconded the motion which passed by a vote of 6-0.
4. Record Final Plat of 35.18 acres in the Woodruff Stubblefield Survey, located on SH29
East and CR106, to be known as White Rock Estates, Phase One. David Munk gave
the staff report and recommendation. Don Bizzell, agent for the applicant, was present
and responded to questions from the Commission. He stated that the lots in this
subdivision would be individually owned and would allow manufactured homes. Arden
Baxter, a resident living on CR100, addressed the Commission and the applicant. Gary
Burrows, the developer, responded to Ms. Baxter’s questions stating that the homes
would be spec homes, built on slabs. If they have garages, they must match in material
and color with the home. The price range of the spec homes will be $90-$150,000. The
home owners will have an option to have a basement built with their houses. Wendy
Walsh explained variances which were previously approved when the Public Review Final
Plat was considered in October, 1997. After the discussion, Sarah Milburn made a
motion to approve the Record Final Plat of 35.18 acres in the Woodruff Stubblefield
Survey, to be known as White Rock Estates, Phase One, provided the Technical Issues
are addressed prior to City Council consideration. Charles Parker seconded the motion
which passed by a vote of 6-0.
5. Commissioners' comments and reports. None were made.
6. Staff comments and reports.
a. Council action update. Kim Shaw updated the Commission.
b. Ed Barry informed the Commission that the joint Council/P&Z breakfast would be
held on Monday, November 23rd. The location will be announced at a later date.
With no further business, the meeting was adjourned at 7:08 p.m.
