Lee, City Secretary; Micki Rundell, Director of Finance and Administration; Glenn Dishong, Water Services Director A Discussion regarding performance of current contractors and the process for sending out Request for Proposals for Water and Wastewater Plant Operations -- Glenn Dishong, Water Services Director and Jim Briggs, Assistant City Manager for Utility Operations Dishong gave a slide presentation regarding the plant operations and the five-year contracts with the current contractors that will end at the end of this fiscal year. He gave a brief history, saying that the wastewater plants were outsourced in 1995. He said the current contract is split between OMI and BRA, both of which expire the end of this fiscal year. He said OMI has an excellent TCEQ inspection record, and have helped the City win awards for the water system quality. He said OMI always performs out of scope maintenance projects. He said BRA's performance has also been very good with excellent permit compliance and emergency maintenance response. He said the RFP will be issued toward the end of this month and staff will hold a mandatory bidder's conference. He said he thinks there will be a presentation to the GUS Board in mid May and to the Council on June 10. There were questions and comments from the Council. B Discussion of the City Council priorities for the 2008/09 Budget -- Micki Rundell, Director Finance & Administration and Paul E. Brandenburg, City Manager Rundell explained that priority workbooks were distributed to the Council for their input by Tuesday, March 18 at noon. Nelon suggested that councilmembers establish their prioritiesindependently and ask questions of Rundell and Brandenburg. There were questions and comments from Council. Brainard asked to put each project into more objective categories. Rundell said there is not a lot known about revenues at this time. He asked for a pirority choice to not spend any more money than is currently in the budget at this time. She said she would add that as an option. Nelon asked Rundell to work with Brainard regarding antiicipated revenue to cover current expenses. There were further questions and comments. C Discussion of TMRS (City's employee retirement program) and its future financial impact to the City -- Micki Rundell, Director Finance & Administration With a slide presentation, Rundell explained the Texas Municipal Retirement System. She said the Plan is actually underfunded due to changes in actuarial methods and accounting standards. She said because TMRS is underfunded, there will be increased costs to the municipalities.
