HomeMy WebLinkAboutMIN 07.13.2010 CC-SThe City Council of the City of Georgetown, Texas, met in Regular Session on the above date with Mayor George Garver presiding. Council Present: Council Absent: Danny Meigs, Gabe Sansing, Tommy Gonzalez, All Council Present Dale Ross, Pat Berryman, Bill Sattler, Patty Eason Staff Present: Jessica Brettle, City Secretary; Shirley Rinn, Executive Assistant to the City Manager A Call to Order Mayor called the meeting to order at 3:06 p.m. Berryman absent. B Discussion and possible action regarding funding allocations for contracted social services and youth programs for 2009/2010 budget year -- Mayor George Garver Mayor said a couple of organizations did not have the chance to speak at the last meeting. He noted he will allow summer camps for mentally and cognitively disabled them to speak this summer. She at this pick a theme and try to work with meeting. to them how to act in social situations. Berryman arrived at the dais. Harper said the "Any Speaker, Dee Dee Harper, Treasurer of the Exceptional Georgetown Alliance thanked the Council for their past support. She said the foremost thing they do is develop summer camps for mentally and cognitively disabled children. She said the "Any Eagle Can" and "Lets Make Friends" camps came into fruition this summer. She described what each of those camps do and noted they pick a theme and try to work with the children to explain to them how to act in social situations. Berryman arrived at the dais. Harper said the "Any Eagle Can" camp allows children to learn important life skills. Speaker, Isaac Lopez, Getsemani Community Center said the City has funded them before and they are grateful for that help. He said they are the only organization of its kind in the Hispanic barrio of the City and said they offer programs for underprivileged children. Mayor made a suggestion for how Council may want to proceed with the allocation. The City Council went through the Social Service and Youth programs applications and allocated monies to each of those organizations as follows: SOCIAL SERVICE ORGANIZATIONS Assistance League of Georgetown- $5,000 Bluebonnett Trails PRIDE- $4,000 plus a $4,250 Challenge Grant if they are able to obtain funding from another governmental entity not currently providing funding for the program. CARTS- $9,000 City Council Meeting Minutes/ Page 1 of 3 Pages Faith in Action Caregivers- $15,000 Georgetown Community Service Center- The Caring Place - $55,000 Habitat for Humanity- $40,000 Ross asked why some of the Councilmembers are recommending a dollar amount that is higher than what was requested by the organization. Sattler said the price of housing is going up. Eason agreed and said they provide a huge benefit to the community and she read statistics from the minutes of the last meeting to demonstrate that fact. Ross asked and Debbie Hoffman said any dollar given to the organization by the City will go toward Georgetown housing. Motion by Eason, second by Sattler to recommend $40,000 for the organization. Approved 7-0 Literacy Council of Williamson County- $3,500 Lone Star Circle of Care- $100,000 Sansing said Lone Star Circle of Care is getting so big and the center is in South Austin now. He added he hopes the money spent by Georgetown will actually stay in Georgetown. Meigs said the model used by the Lone Star Circle of Care is a model for the nation. He added the model is being looked at in Washington and he supports the organization. Berryman agreed and added Lone Star is an economy driver in Georgetown. Sansing asked and Rinn described and read the application from the organization. Senior Citizen Center at Stonehaven- $12,000 Williamson County Crisis Center- $45,000 plus a $5,000 challenge grant if they are able to obtain funding from another governmental entity not currently providing funding for the Program. Williamson -Burnett Co. Opportunities (WBCO)- $6,000 plus in kind rent and utilities at Mary Bailey Head Start and Madella Hilliard Neighborhood Center Shirley said the total allocation is $294,500, or $303,750 with the matching grants, and said $7,581 will be leftover in the budget for the youth programs or other programs in this section. Mayor reviewed the recommended allocations for the social service organizations. Motion by Berryman, second by Sansing to approve the social services funding recommendations. Approved 7-0 YOUTH PROGRAM FUNDING The City Council moved on to the youth program applications and allocated funds to each of the organizations as follows: Boys and Girls Club - $40,000 Boy Scouts of America- $2,500 Cultural Citizens Memorial Association- $3,000 Georgetown Partners in Education- $15,000 Getsemani Community Center- $11,000 Georgetown Project- $15,000 Exceptional Georgetown Alliance- $10,000 Williamson County and Cities Health District (WCCHD)- $0 Sansing asked and Rinn said the health district has a cooperative agreement with the City but noted they are asking for additional money for their new Get Fit Program. Berryman said she would be willing to fund this but, if there are not enough monies in the budget to do so, she'd rather not. Shirley said, by providing money to all of these groups, the budget is short about $3,000. Berryman said, if City Council Meeting Minutes/ Page 2 of 3 Pages Council does not fund the new program for WCCHD, it should fund all of the Georgetown Project's request. Eason said she would like to ask what this program is providing that others can not and added she agrees with Berryman on this issue. Sansing said he has always believed that, if you fund the youth programs now, you wouldn't have to spend as much money on social service programs. He said he thinks the Get Fit Program is an important addition to the community. There was much discussion on this issue. Motion by Berryman, second by Eason withhold funding to WCCHD. Gonzalez asked and Sansing said he would like to go back to the social service funding and take some of that money to fund the youth programs. Approved 6-1 (Sansing opposed) Motion by Berryman, second by Sansing to move $5,000 to the Georgetown Project that would have been used to fund the WCCHD project. Approved 7-0 Motion by Berryman, second by Gonzalez to approve all of the funding allocations. Sattler asked and Rinn reviewed all of the approved allocations. Approved 7-0 Rinn asked and Council agreed the City should send a letter to the Williamson County and Cities Health District to ask them to contact all of these social service and youth programs organizations in order to hep them promote their Get Fit program. Motion by Eason, second by Berryman to have staff write a letter to the Williamson County Health District asking them to contact the social service organizations about implementing the Get Fit Program into their programming.
